What kind of top would look good with these shorts?

I'll go ahead and tell you, you probably won't find a shirt AND shoes for less than $15 each then there's tax. Now, there's always plato's closet. They sell used clothes and you could probably get a lot of clothing for your money. Hope this helps (:
